Yes. Chargers like the MyEnergi Zappi have an eco mode that draws only surplus solar, so when the sun is out and the house isn’t using the power, it goes into your car instead of being exported.
No. A charger works perfectly well on its own and will still charge far faster than a three-pin plug. If you add solar later, the charger is ready for it.
